AB 1414 addresses the payment obligation—not whether another provider can physically serve the unit.
California Civil Code section 1942.8 requires a landlord or agent to allow a qualifying residential tenant to opt out of paying for a third-party internet service provider subscription offered in connection with the tenancy. The statute expressly uses bulk-billing arrangements as an example, while also allowing landlords to continue offering bulk programs.
The enacted language applies to residential tenancies commenced, renewed, or continuing month-to-month or on another periodic basis on or after January 1, 2026. Individual lease documents and facts still matter.
