California LATA Broadband Grants: September 30, October 31 & December 31 Deadlines
California's Local Agency Technical Assistance program is closed to new applications, while current grantees face a September 30 written-justification date, October 31 final reimbursement deadline and December 31 fund-liquidation deadline.
Quick answer: three dates matter for current LATA grantees
The California Public Utilities Commission's current Local Agency Technical Assistance page says all final reimbursement requests must be submitted through the Broadband Grant Portal by October 31, 2026. Grantees that cannot meet that date are instructed to contact Communications Division staff with a written justification by September 30, 2026.
The same CPUC notice explains why the closeout is time-sensitive: the state budget authorization requires LATA funds to be liquidated, or spent, by December 31, 2026. These dates are grant-administration milestones, not household broadband installation dates.
LATA is not accepting new applications
CPUC currently labels LATA funding exhausted and says it is no longer accepting applications. A city, county, tribe or other entity discovering the program today should not interpret the reimbursement deadline as a new grant application window.
For current grantees, the practical task is closeout: reimbursement requests, award modifications and required monthly or quarterly reports are handled through the Broadband Grant Portal under the current CPUC process.
September 30 is a justification date for grantees that expect to miss October 31
CPUC's current announcement says a LATA grantee that cannot submit its final reimbursement request by October 31 should contact Communications Division staff with written justification by September 30, 2026. That is not described as an automatic extension or guarantee of later payment.
Teams should preserve the written justification, project records and portal submissions and follow any case-specific CPUC direction rather than inventing a new deadline from an informal conversation or an older FAQ.
October 31 is the current final reimbursement-request deadline
The public CPUC page says final reimbursement requests must be submitted into the Broadband Grant Portal by October 31, 2026. Grantees should reconcile eligible costs, invoices, contractor records and other required documentation early enough to resolve portal or documentation issues before the deadline.
This guide does not determine whether a particular expense is reimbursable. The grant award, CPUC requirements and program staff control that determination.
December 31 is the state fund-liquidation deadline
CPUC ties the closeout schedule to the California state budget authorization requiring LATA funds to be liquidated by December 31, 2026. That date is a program funding deadline, not a promise that every local broadband plan, permit or network project supported by technical assistance will be constructed by year-end.
LATA technical assistance can support planning and implementation work that informs later broadband projects, but Connect Point ISP should not convert a grant closeout milestone into a service-live or coverage claim for any community.
What broadband and local-government teams should document now
Keep the grant agreement, approved budget, invoices, reimbursement history, modifications, contractor reporting, quarterly and monthly reports, portal confirmations and relevant CPUC correspondence together. Use the current Broadband Grant Portal instructions for submissions and retain records according to the governing program requirements.
If a later broadband deployment grows out of LATA-supported planning, publish a separate local infrastructure article only when a responsible source verifies the location, provider or network owner, technology, construction status and timing. Technical-assistance funding alone does not prove address-level serviceability.
